ADM Adds 23 New Gambling Websites to Its Blacklist in September Update

At Casin.com, the leading online casino portal, we are committed to helping our readers enjoy a safe and responsible gaming experience. One of the ways we do this is by keeping a close eye on the latest measures from the Italian Customs and Monopolies Agency (ADM), which regularly updates its list of websites blocked in Italy for operating outside the law.

The ADM blacklist includes unlicensed casinos, poker rooms, and betting operators, and also gambling portals and affiliate sites that do not comply with Italian regulations. These portals often promote or redirect users to illegal platforms, and as a result, they are subject to blocking alongside the operators themselves.

On 9 September 2025, ADM issued a new note (Prot. 577474/RU) instructing Italian internet service providers to block access to 23 additional sites. Providers must redirect users attempting to reach these domains to ADM’s designated IP address no later than 24 September 2025. This step is part of the agency’s ongoing effort to ensure that only authorized and regulated operators remain accessible to Italian players.

What is ADM and its role in gambling regulation

The ADM (Agenzia delle Dogane e dei Monopoli) is the national authority responsible for regulating customs, state monopolies, and gambling in Italy. In the online gaming sector, it grants licenses, oversees compliance with advertising rules, and ensures operators meet player protection standards. The blacklist of blocked websites is one of its key enforcement tools to combat illegal gambling and safeguard consumers.

Recent blacklist updates in 2025

ADM updates its list regularly, requiring providers to block newly identified non-compliant sites by specific deadlines. Below are some examples of updates issued in 2025:

  • 5 February 2025: 116 sites were ordered to be blocked, with one previously banned site reinstated.
  • 24 February 2025: 69 new sites were added, while 3 were removed from the list, bringing the total to 10,932 blocked domains.
  • 13 March 2025: 87 new unauthorized sites were added to the blacklist.
  • 29 May 2025: A further 93 sites were blocked, with a deadline of 13 June.
  • 4 August 2025: The blacklist was expanded by 69 sites, with enforcement due by 18 August.
  • 9 September 2025: The latest update added 23 new sites, to be blocked by 24 September.

Why the blacklist matters

The ADM blacklist plays a crucial role in maintaining a safer online gambling environment in Italy. Playing on blocked sites exposes users to significant risks, including the absence of payout guarantees, lack of player protections, and no regulatory oversight to ensure fair play. By keeping the list updated and enforcing compliance, ADM strengthens consumer protection, promotes responsible gaming, and preserves transparency in the regulated Italian market.
