Exploring European Online Gambling Markets – Sweden

Published: April 4, 2024 | Author: Ron Clarke

In the third installment of our series exploring the online gambling markets across Europe, following our articles on Portugal and Spain, we shift our focus to Sweden, a nation known for its innovative approach to the digital economy, which naturally extends into the world of online gambling. Despite facing a slight downturn in 2023, Sweden’s online gambling market continues to play a significant role within the European gambling landscape. Drawing on the latest figures released by Sweden’s national regulator, Spelinspektionen, this article delves into the complexities and challenges faced by the Swedish market over the past year.

Regulatory Framework

Sweden’s approach to online gambling is marked by a comprehensive regulatory framework aimed at ensuring a safe and fair gambling environment. Governed by Spelinspektionen, the regulations emphasize consumer protection, integrity, and the prevention of problem gambling. A landmark shift occurred in 2019 with the re-regulation of the Swedish gambling market, introducing a licensing system that opened the doors for international operators while enforcing strict oversight and consumer protection measures. Key aspects of the regulatory framework include stringent advertising guidelines, mandatory use of the national self-exclusion tool, and limitations on bonus offerings. This framework reflects Sweden’s commitment to balancing market vitality with social responsibility and consumer safety.

Sweden’s Online Gambling Market in 2023

The year 2023 saw a modest decrease in the overall gambling revenue, with a 1.2% decrease bringing the total to SEK27.13 billion. This decline is primarily attributed to challenges within the online gambling sector, which, despite remaining the largest revenue contributor at SEK17.03 billion, experienced a slight decrease of 0.7% from the previous year. This was a notable shift from the 6.0% growth observed in 2022, signaling a potentially changing landscape for online gambling in Sweden.

The state lottery and slots sector also faced a downturn, with revenues falling by 3.6% to SEK5.60 billion. Furthermore, state-owned Casino Cosmopol saw a significant reduction in revenue, dropping 11.4% to SEK485 million. Nonetheless, not all was bleak; the national lotteries experienced a 1.4% increase in revenue to SEK3.60 billion, while public games and land-based commercial gambling sectors saw revenues rise by 9.3% and 2.3% respectively, indicating a mixed but resilient market.

Quarterly Insights and the Path Forward

The final quarter of 2023 highlighted the challenges with a 3.2% year-on-year revenue decrease. However, online gambling showed signs of resilience with a marginal increase of 0.23% in Q4 revenue, hinting at the sector’s potential to rebound. This contrasted sharply with the more significant declines seen in the state lottery, slots, and Casino Cosmopol revenues during the same period.

Despite these fluctuations, Sweden’s online gambling market remains a cornerstone of the European gambling industry, driven by a robust regulatory framework and a culture of innovation. As the market adjusts to the post-2019 regulatory landscape and navigates the global challenges affecting all sectors, the focus remains on promoting responsible gambling and ensuring a safe, fair, and competitive market.
